      根據伊拉克法律第54號第3章第8條，伊拉克中央標準質量控制組織（簡稱COSQC）, 將實施進口前檢驗、測試及出證方案（簡稱ICIGI），旨在限制不符合標準，假冒、偽劣產品進口到伊拉克，及保護其國內消費者、生產商、環境和公共安全。

      伊拉克中央標準質量控制組織（簡稱COSQC）已任命SGS\BV等實行伊拉克貨物進口前檢驗、測試和出證方案（簡稱ICIGI），此項目將于2011年5月1日開始。所有在伊拉克進口前檢驗、測試和出證方案 (簡稱ICIGI) 管控范圍內的產品進口到伊拉克，必須隨附符合性證書 Certificate of Conformity (CoC) 或者放貨通知 (Release Note)。產品符合性證書是貨物在海關清關所需文件，用于貨物在伊拉克海關清關。

      伊拉克COSQC進口前檢驗、測試和出證方案(簡稱ICIGI)下管控的產品類別有：

玩具，電子電器產品，車輛、輪胎及配件，建筑材料，食品，化妝品，個人清潔衛生用品，家居五金，廚房用品，化學品，紡織及鞋類品，家用燃料裝置，其他產品（所有金屬罐及其金屬蓋）等。
